Because of the collaborative and feedback-centric nature of ad boards, it's just faster and more flexible to work digitally from the get-go.
Three stages.
The first thumbnails are for me. I take a script, try to establish the general idea without too much detail, then go back and flesh it out a bit more—at which point it's ready for feedback. When given the clear, I go in for a third round to solidify what I have.
